I realize that the site may say it is not for MD students, but that's pretty much the same criteria that the medical school uses for determining residency status. I want to say that's exactly what they use, but there may be some very small tweaks that I'm not aware of.
If you apply to UNC as a person living in North Carolina, you'll have to fill in a form that asks a bunch of questions that have to do with your residency status (where you live, how long you've lived there, where your family resides, etc.). Those may not be the exact questions, but that's the gist of it.
An important point to note is that the 12 month mark for supposed North Carolina residency status is 12 months prior to the date of matriculation at the medical school.
Also, since you're going to be right on the edge of these qualifications, you may encounter some questions about it during your interviews (if you get there), although technically, the interviewers are supposed to leave the questions about residency eligibility up to different people working in the admissions office.
