First Aid just posted this on their FB page.

A young boy presents to the ED for the fifth time because of injuries associated with minor trauma. An enzyme assay reveals that he has decreased activity of hydroxylating enzymes. What other symptoms is this patient most likely to experience?

A. Dwarfism
B. Progressive hearing loss
C. Cleft palate
D. Aortic aneurysm

How can you differentiate between OI and Ehlers-Danlos? I'm thinking it's OI because of the "minor trauma", but EDS seems plausible too.

Yeah you're right that both OI and EDS are plausible because they both deal with (different) hydroxylysine bonding steps. It definitely comes down to looking for other clues, and EDS is not classically associated with bone fractures (more joint dislocation if anything). OI and hearing loss is the best answer based on the other symptoms.
