ERAS LOR question, letter not uploaded, can I submit now and assign later?

I have a letter writer that won't upload his letter until October 1. Can I send out my application now and then assign the letter to the programs I want once he/she uploads? As is, ERAS won't let me "assign" the prospective letter to any programs since it isn't officially uploaded.

I am also waiting on a letter. Our school told us to apply the latest by Sept 14 regardless. Our chairman's letter, MSPE and transcripts won't be released until Oct 1. I think most programs won't start reviewing applicants by then (that's what my dean said but there have been a lot of different theories online).
