Estimating parental income for students whose parents overseas?

Hey Guys, this is my situation my parents live overseas in a developing country without an extensive taxing system. They are considered to be middle/upper class individuals but their combined annual income amounts to about $10,000 (I know it is pretty sad).How would financial aid offices view this figure. One of the schools i applied to seems to dispute this figure and requires additional documentation. Has anybody faced a similar situation? Thanks.
