etiquette for asking LORs at away rotations

if an attending that you worked with for an away doesn't offer to write a letter, should you ask him directly? also, do most students try to get letters from attendings? i've heard that the attending may construe that you don't want to go to that program where you're doing you're away which may hurt you. thanks
