Explain the Committee Letter to a Confused Freshman?

What I understand: my committee letter will be written by my school's preprofessional advising committee. It essentially functions as LORs, and will include LORs as well as the letter itself.

What I don't understand: Does the committee need every LOR I intend to submit to med schools? Or only my academic LORs? My school begins the process the fall before you apply (so two years before you matriculate). If I want to not take a gap year, does this mean I need to get all my LORs my first two years?
