If your home institution has an EM program to do a sub-internship, how important is it to do away rotations at other facilities? Is it an expectation that students applying to EM residencies will do at least one away rotation?

When I interviewed last year, I had only done rotations at my home institution. Almost every interview I had, someone asked the question, "So where else did you rotate?"
It's not a requirement (I still matched at my #1), but I think it does help a lot. I know they're a pain to set up, but they're helpful in many respects.
