I just found out I failed step 2 CK. I am an IMG, is there any way that I can still make the scramble?

I was in your situation a year ago. You have to have ECFMG certificate by scramble. Only if you are ready to take exam now, it might work. It takes 3-4 weeks to receive your score plus 2 weeks to receive the certififcate.
You are probabaly losing this year, try to spend it wisely. Study hard and retake the exam. Try to get clinical experience, if not, research experience will do. Get good reference letters from clinical US physicians.

How do you get the ECFMG Certificate if you haven't graduated?

I got one preliminary general surgery interview one week ago. They mentioned a possibility of prematch. I think I did great, although each of us got only 5-7 min interview(busy surgeons). So now it is a terrible wait, this is my only opportunity to get into my favorite specialty.
