do you submit official copies of Dean's letters and transcripts? Or can you just request one copy and personally make copies for each program? Which way is better? Only asking because it can get DANG expensive!

Every program is different. You will have to check their requirements for whether they want official docs or not. I made a spreadsheet for each program of what was required (a little bit of work on the front end, but made life so much easier on the back end when I needed to verify they recieved the appropriate docs and checked things off). My experience was that a majority of fellowships will accept copies, but about 25-30% of programs asked for official docs.
