Fourth LoR question

Background first: None of the programs I'm applying to require four LoR's. I was originally expecting four, and so I assigned four to all the programs I'm applying to. At this point, I'm not sure if I'm getting the fourth or not as I've had a really hard time contacting the letter writer, he was supposed to call me this week but didn't, etc. One of my other LoR's is still outstanding, so I'm pretty sure at this point it doesn't matter if I assign three or four letters to the programs as my file is incomplete with 2 LoR's anyway.

So, with all that background, here's my question: is it better to leave everything as is and potentially delete the fourth letter if it turns out I'm not getting it, or go ahead and delete it now so that my file won't be considered incomplete once the 3rd letter gets here and potentially add the fourth again later if it turns out I get the letter?

I know, it's probably a neurotic question. But humor me with your responses anyway 🙂
 
You are correct you are neurotic, but there is nothing to worry about here. PD's will NOT be able to see that you assigned a fourth letter. They will simply get the three that are already in your application. PD's will not know that there is a fourth letter assigned but not complete. If your letter writer ever gets the letter done, then it will be delivered when uploaded.
