How do you record future hours?

Do you:

1) list the start date and the future end date for the date range (ex. 01/2018-01/2019); and

2) record the full hours in the "Total Hours" section?

Instead consider using the Repeated feature, listing current hours in the first range which ends in the current month and future hours in a second range which starts in the current month.

If you are not really sure you'll complete the future hours, only list the current hours/dates in the header and note your intended future plans and probable hours in the narrative.

Do you list the current month as the day submitted? Thanks so much!

Yes. Not the day you fill it out.

So if you submit on, for example, June 15, you enter in all your expected June hours as already completed, and then project from July onwards? Thanks!

I would include all the hours up to June 15 in timespan 1 and include the future hours in timespan 2 (which will start with a Start Date in June), so that they will agree with the records your Contact will consult. The program doesn't allow you to put in a future month for a Start Date.
