gaining "in state tuition"

I had just read on a thread that Louisville makes you sign a contract saying you must pay out of state tuition for all four years if you apply as an out of state resident. However, the post was a couple of years old and I'm wondering if this is still the case. Also, what is the general rule for gaining residency? I am a PA resident, but will be applying to some other state schools such as Louisville, UNC, and Maryland. If I move to the said state, would I be considered a resident after two years? Thanks for your help

I'm pretty sure you have to pay out state tuition for Louisville. That is what I got from their office.
 
thanks! does anyone know about the residency rule in general too? can you gain residency after two years?
 
I think in general you have to be living in the state and working for 1 year. Full time student does not count last I heard
