If a newly graduated OD is hunting for the right opportunity to work as an OD what other job can he/she do to keep paying the bills. Would it possible to work with OMD on a tech's salary? What about an optical store?

Be very careful what work you are doing after graduation if you are doing anything eye related as your board may deem it practicing optometry without a license. There have been many students who have gotten a call, fine, and public reprimand from their state board for working in an OD, OMD office after school.

What if he/she has a license to practice but chooses to join an OMD/optician in their practice for a huge pay cut? I'd highly recommend looking into moving where there is demand rather than getting $12-$20 an hour. As you may be aware already there is a maldistribution of ODs which is only getting worse.

This is great and I hope it passes! I looked into this and its ridiculous how the only NHSC eligible disciplines are:

Primary Care Physician (MD or DO)
Dentist (DDS or DMD)
Primary Care Certified Nurse Practitioner (NP)
Certified Nurse-Midwife (CNM)
Primary Care Physician Assistant (PA)
Registered Dental Hygienist (RDH)
Health Service Psychologist (HSP)
Licensed Clinical Social Worker (LCSW)
Psychiatric Nurse Specialist (PNS)
Marriage and Family Therapist (MFT)
Licensed Professional Counselor (LPC)

Its like deliberately designed to exclude ODs. Politics > healthcare, currently.

I mean either way ODs get the 10% Medicare reimbursement increase along with other physicians if we practice in an under served zip code. I won't have too much debt but the more options the better 🙂

I'd be weary on taking ANY job that can't pay back the high student loan debt incurred to obtain your education. You might want to reconsider what you just wrote.
