Your famliy members (if you transfer to them) could use it while you are still on active duty. If you are in the military you could probably use it for a distance learning degree. If you are doing any type of residency while on active duty - you are not paying anything for it - so there is no reason to use it.

You have to be in the service on active duty to do the paperwork. You can submit the paperwork at any time - although kids can't use it until you hit 10 yrs.
