If I am applying for this cycle and am graduating in December and don't do anything notable in my off semester would that look bad and hurt me or would they ever even find out?
 
You're talking about applying this June 2015, graduating December 2015, and chilling Spring 2016?

If so... literally doesn't matter. It'd be nice to have *something* to say in response to any interviewers you have during that time that'll ask you what you've been up to, but I honestly think it's the least of your concerns at the moment.
 
They do ask questions about what you're doing in your off time, although these essay prompts typically apply to students who have already graduated at the time they apply. I would line a meaningful activity up for some of the off time, perhaps Jan-Apr or something, if possible.

If your main activity next spring were playing video games in your parents' basement, it wouldn't reflect well if you were asked about spring plans at interviews. And you would have nothing relevant to report in update letters where you are waitlisted. If you fail to get an acceptance during your first application cycle, it won't help you if you have no meaningful, pertinent activities for the five months prior to reapplication.
