has anyone emailed the dean to ask for an interview?

I have yet to go through the admissions process, but I think sending an update letter to the school is fine. I think each school has its own policy on whether or not they accept update letters, though, so you should look up the policy of each school on its website and/or call the admissions office. Also, I am pretty sure you send those update letter to admissions, not the dean. And asking the dean directly for an interview would probably come off as unprofessional, desperate, and rude. It you applied to the school, they know you want an interview. You don't need to ask them to let them know.
 
I did. she replied with a rather curt response stating some SOPs over there. i was rejected 1.5 weeks later.

This is a pretty bold move, and not in the "bold courageous hero" way but more the "damn thats some bold BO".

Don't do it. You might as well send an email reading "Dear Dean X, Why the **** haven't you accepted me yet? Haven't you read all the sweet **** I've done?"
