Have Secondaries Ready but 1 Letter of Rec not sent in yet

So I have a couple secondaries already to go and press submit, but I'm still waiting on one of my recommenders to upload his document. He is an assigned to these schools by AMCAS already and I was wondering if I should still send in the secondary anyway? Are these things linked with each other, since I know schools won't look at the app until everything is in, but I'm afraid he might not send it in before the "soft" 2 week timeline is up.

I'm just confused on whether I should just wait it out a few more days to submit these secondaries to see if he uploads, or should I just pull the trigger so that my "timing" is still fine.
