Having a hard time interpreting this graph - EK FL1

For some reason, I'm having a hard time interpreting this graph.
I guess what I'm confused about is why there are two labels on the Y-axis?
Is the Y-axis trying to tell me the absolute ventilation rate, or the % TB risk?
If the Y-axis is the TB risk, then why does the third group of data represent where it says "calculated TB risk"?
The answer says that i'm supposed to see an inverse relationship between the ventilation rate and the risk of infection, but i'm also not getting that from this graph.

Can someone please clarify this graph for me?

The two labels on the Y-axis represent different units for different information. The y-axis is kind of confusing because they smushed two dependent variables (absolute ventilation and TB risk) with different units onto the same graph. You are supposed to use the first unit listed (m^3/h/100) for absolute ventilation (the first two labels on the x-axis) and the second unit listed (%) for TB risk (the last label on the x-axis).

You can see an inverse relationship between ventilation rate and risk of infection by seeing that the ventilation type with the highest absolute ventilation (Natural ventilation type 1) has the lowest risk of TB infection and the ventilation type with the lowest absolute ventilation (Mechanical ventilation) has the highest risk of TB infection.
