You are likely to receive plenty of interest from your IS schools.
You can start off by deleting schools with IS Bias:UNC, South Carolina, Maryland, Louisville, Indiana, Colorado, Arizona
Hopkins, Duke, Stanford, Vanderbilt are real long shots. A few reaches is fine, but if you're only applying to 8 OOS schools you would want a well balanced list
The UC's are also going to be difficult to gain any traction from, but I would keep Keck

Emory, Creighton, Einstein, Hofstra are other schools worth considering

If you mention your strong ties to MD it may increase your chances and if you have family there and a strong desire to attend, then by all means apply. You are a good match stat-wise
However, they only interviewed 6% of OOS applicants last year
