HELP! Grad Dip Dent vs DDS/DMD

A diploma is a postgraduate certificate, whilst a DDS is a 'Doctoral of Dental Science' degree.
DDS is the degree granted to
a)those who had their undergraduate education in USA
b)those who graduated from non-accredited dental schools(outside USA, Canada) and undertook a 2 year long program at an American or Canadian dental school to get a dental license in USA.
 
Is someone with a graduate diploma in dentistry just as qualified as one with a DDS or DMD?

If by qualified you mean licensed to practice in USA, then no.A few states would accept postgraduate programs(masters degree as far as I recall) for licensure, texas included.
