I am from Maryland but now in Ohio for 1 year and also registered voter in Cincinnatti. Will I be in state for Ohio or Maryland?

I beleive that In-state status rules vary from state to state. Your best bet is to contact a local Ohio or Maryland school (depending on which IS you want) and ask them for their guidelines.

Judging from the timeframe I'd say Maryland, but I could be wrong.

I think you may be out of luck. As a Marylander who worked out of state the last 6 months, I contacted UMD before I applied last cycle and they told me the three big things were to keep a MD state license, pay MD taxes or have parents who do, and retain your MD voting registration. If you do not have all three you need to contact the school to see if they count you as IS. I do not know the requirements for Ohio so you should check and see if you qualify as instate there.

I think the rule is it is that you are considered a resident based on where your last two tax returns were filed. This is how it was for Undergraduate admissions. I went to an out-of-state school and was registered to vote in that state, but was still considered a resident of my home state.

For Ohio you have to prove you supported yourself for one year while working in Ohio. You must have paid taxes in Ohio for a year
You must have switched over your drivers license and car registration to Ohio. Also, you must have lived in Ohio continuously for the entire time expect for up to a three week period.

You must be able to prove these things, like show you had the money saved up or have pay stubs to prove you supported yourself.
