how do you determine whether it's an E2 rxn or Williamson ether synthesis?

^ Indeed. Plus in order to do an E2 with a primary halide, you need a strong bulky base.
 
So was the answer A? You have a Primary substrate, a strong nucleophile and a decent leaving group. I would suspect this to be SN2...

To get B: I would think you would need Tertbutoxide or something...
 
This is a Williamson Ether Synthesis. So the answer would be A, which is an ether.
