Let's say a student has a low GPA in the 3.0-3.2 range and a high MCAT score that is like 520+. Would they probably do okay in the admissions cycle or is the GPA weighted much more heavily?

Probably yes, but those stats still scream "I cannot work consistently but I'm smart". I wouldn't put it past adcoms to be dubious about your success in school without an upward grade trend. That GPA would be fine with a significant upward trend / post-bacc coupled to a solid MCAT.
Also, don't let your brain do hypotheticals or "what ifs", get the grade trend then worry about the MCAT.
I have never met someone with a 3.0 and 520+ MCAT - they exist but it's not a likely scenario to consider yourself in.

If they have done an SMP and got above a 3.5 do you look at that or undergrad GPA? Just curious

Depends on the rest of their application. We can cite the GPA/MCAT table that AAMC likes to roll out to give you a sense of their chances, but individual schools will take the GPA measurements they want to take when it comes to looking at the academic readiness of the applicant. It also doesn't take into account the actual emotional and psychological preparation of the student, which is not apparent from the GPA or MCAT. If anything the high MCAT score highlights the disparity with the GPA so there needs to be a good reason to take someone with that low a GPA when there are plenty of applicants with higher GPA's in the pool.
