How hard is it to get into Miami as an out-of-state student?

I have heard that Miami is increasing the number of out-of-state applicants it accepts, but does anyone know how hard it is to get in as a non-resident of Florida? I have pretty good stats (above Miami's average GPA and MCAT), and average EC's. Thanks for your advice!
