How long it is gonna take to be eligible for in state tuition?

Hello Guys:
It might be a stupid question, but asking never hurts!!!!
I am applying for the 2010 cycle, and based on my stats, I have a good chance of getting some interviews. My state has only one school, so the remaining 9 schools I am applying are out of state with each of them at least having 35,000.00$ tuition( based on predents.com). My question is that if I got accepted into one of these schools, how long is it gonna take for me to be eligible for in state tuition? do I have to pay OOS tution for all 4 years??? I hope not!!! I heard that you apply early, can pay in state tution starting from the first year in some schools like New Jersey dental school, and for some you can be eligible from the second year? But I'm not sure. Is there any law regarding this and is same for all schools or it just depends on the school itself? By the way, my OOS school choices are:
U Penn, NYU, Columbia, Temple, NJSDM, VCU, Howard, Maryland.
I will appreciate any comments and information that you might have about these schools.

Well private schools such as Penn, NYU, Colum, Howard do not differentiate between instate or outstate, so you will be paying the same tuition all four years no matter where you reside. UMDNJ allows you to get instate tuition starting first year which is a great deal. The financial aid lady there said that no one at UMDNJ should be paying out-state tuition. As for Temple and Maryland, I think Maryland actually doesn't allow you to switch at all 😱. But I'm not sure about those two. Anyway, it'll all be explained to you in painstaking detail during the interview process.
 
Any state school is going to ask you the same question and you're going to have to come up with a legit argument...

Did you come to the state for education purposes? When the answer is yes, its pretty much impossible to get them to change your in-state status (at least here at Maryland.... but i assume thats pretty universal) If you moved to the state just because you got accepted to that school, 9 times out of 10 you'll be out of state all 4 years.
 
i think back in the days when i was applying, UNC and U Washington were pretty lenient with eventually getting in-state residency. but things could have changed...
