How many volunteer hours are too few to include on an application?

A series of circumstances led to me not accumulating the number of volunteer hours that I expected at two different organizations. One activity I will continue at a different organization, so would it be better to lump the number of hours for these two organizations together and just explain that they were split between the two organizations, or to record the hours separately and allow one to have a very small number of hours? (Approx. 20 hours)

The second organization I volunteered at I will not continue once I move, however it did spark an idea for some independent volunteering. Assuming that I do decide to continue on with that independent volunteering that it did give me the idea for, would it be unreasonable for me to list the approx. 10 hours I accumulated at the organization to explain the independent volunteering I plan to do that stems from my experience at that organization?

Too long, didn't read: at what point do you have so few hours that they're not worth listing separately from similar activities at a different organization and/or to explain continued volunteering in a similar area?
 
I think you should include anything that you feel you got something out of, regardless of the hours. hours don't always tell the whole story.
 
Quantity over quality. If it was of great importance to you and if you can express that eloquently in your written documents then it should be fine. But, if you just did it to check the box then it won't look good.
 
School like a continuous commitment... I would recommend to commit to something that you like for an extended period of time. 20hrs isn't that much in comparison to other applicants.
