How to start application For step 3

Hello Friends,
I am an IMG from India. I have finished my step 1 and 2 and just received my
ECFMG certification. Now I am not sure how to start my application for step 3? I am planning to give it in Michigan state.
Kindly help me with this and give a snap-shot of application for step 3 in Michigan.
