HSPS and HSCP Viability

I have scrolled through the forum many times, but never found a solid answer to what a viable OGpa, SGpa, and DAT would be for scholarship. Although there is information in regards to whom is the best candidate for the scholarship, I am curious to know what would be a set of scores that are on the low end, but still allows a candidate to be viable. Anecdotal responses also welcome.

Average or better than average stats. The HPSP is becoming fairly competitive as tuition continues to climb into the realm of absurdity. I believe I've heard the Navy has about a 50% acceptance rate.

It seems like a lot of the people on this forum speak about the HSCP as being less desirable, at least in terms of covering their personal needs, does this effect the competitiveness of the scholarship? For candidates the HSCP, do acceptances still primarily go by order of merit?

Because if you go to an expensive dental school, you're still going to have to take out crazy loans.
