So I'm debating whether or not to retake the MCAT. I received a 28Q and my breakdown was (9 PS, 9 V, 10 BS). Considering my scores aren't completely skewed, what do you think about my chance for MD along with the rest of my app:

3.7 cGPA, 3.6 sGPA
Humanities Major
Top 20 University
Research Paper was accepted to an International Congress for University Students
CA Resident
Hospital Volunteering (300+ hours)
1 year surgery research
4 months of influenza research with my own project
Mentor for 3 years in two organizations
IVP of floor government for one year
Volunteering at another hospital (7 months)
~30 hours of physician shadowing in various specialties
Excellent LORs

What are my chances for MD only?

Your MD chances are not good. How studiously did you study for the MCAT? If you're set on MD retaking would probably be worth it if you think you can break 30.
Now don't get me wrong, you're not in a bad spot, just not a great one either.

I had very similar stats as you, except for I had a 29Q (11b10v8p) and I got an MD acceptance yesterday.

IDK if there is a huge difference between the two scores (in my opinion there isn't), but this cycle I got 5 II's and so far 1 acceptance.

That's awesome! Congrats! But would you say it was a hard cycle for you?

On the flip side, I've applied with a 28, and I've gotten only one osteopathic interview so far. It's hard to say. It seems like some people still manage well with a 27-29, but others not so much.

Retake if you think you can do better. Being a CA resident makes it tougher.
