If a program didn't fill...

They just know if they filled or not. Programs find out the names of their matched applicants Wednesday 2pm eastern time, but aren't allowed to contact anyone until after applicants find out on Thursday 1pm. Never thought this was fair.
 
so the programs know right now who's coming???
 
Agreed. It's pointless. The new timeline proposed by the NRMP (along with the new scramble plan) will remove this. PD's will find out after applicants are notified.

aPD – correct me if I’m wrong, but in looking at the new proposed timeline (possibly implemented 2011), it appears that schools and programs would still be notified of match results the day before applicants.

Which begs the question, why let students know before programs? Why not let everyone find out at the same time?

You are correct. I was wrong. I still think it's silly and not needed. One more day of not knowing whom I've matched will not kill me.

Some PDs like to send out emails congratulating individual applicants for matching at their program, and these may include personal details about when the applicant visited to interview, etc . . . By giving the list out the day before these PDs get the heads up and have time to write these letters, and/or time to plan about contacting with applicants.

It would be embarassing to if a PD was in a meeting on match day, and gets a call/email from a new intern (perhaps very low on the rank list) and the PD must cover up a look of horror realizing how far down they went or have to say that they haven't looked at who matched yet. A new intern might "bump" into a PD at their home institution on match day, and the PD might not know that they matched there, (this is where a look of horror would be bad). . . could happen, a lot of medical students apply for residency at the same hospital system where they did medical school.

It is done so that programs don't look bad.

For example, say I matched at APD's program and say I went to medical school and rotated on APDs service but he/she ranked me last, the conversation might be awkward:

Me: "Hi Dr. Program Director, I guess I'll be sticking around for three more years!"

APD: "Oh, really? Well Great!" (APD is realizing since he/she ranked me last that their program had to scrap the bottom of the applicant barrel.)

If a PD isn't on faculty at medical school or doesn't write welcome emails, then no harm done waiting a day.
