If i have W for one course, when do i explain?

during the interview... if you only have one i doubt they will care. They may start caring if they see 3 or more.
 
If it's just one W, you don't explain it. It's not a big deal and you'd only be drawing attention to a negative thing they are likely to just overlook. Like was said, if you start racking up W's like it's the letter of the day, then you've got some explaining to do.

what if there are around 14 Ws ?

I can explain though... but do they invite me though ? if they don't care about Ws before they figure it out from the interview, I can explain. but if they don't even want to see me because of the Ws, then it is going to be a hugh problem..

are they going to invite me first and ask, and then think about how they treat with the Ws ?
 
Don't explain things like this. Just have an answer prepared for the interviews.

Never point out your weaknesses, but be prepared to defend them.
 
During interview...unless you have a bunch of w's. In that case the school will call you too sort out why.

14W's? Thats more than 2 classes dropped per semster....
