if you have good LORs and the school accepts 5 maximum letters do you think there is a big difference between sending 3 or 4 letters as opposed to 5.

The reason i ask is i am still waiting on one letter and i want to be complete at some schools i have already submitted a bunch of secondaries but i am not complete anywhere because i am still waiting on this letter

Nope, so long as you meet the requirements (2 sci, 1 non-sci, or whatever the school's requirements are).
 
Quality over quantity. Better to have 4 strong ones then 4 strong ones and 1 mediocre one.
