How important is it to submit my application on July 5th(date it opens) vs July 15th (date programs can download application) vs even later?

I am waiting for a publication to be published and wanted to wait until then before submitting. Is this a bad idea?

Is this a paper that has been accepted in final form and you're just waiting for a pub date? Or accepted with revisions and the PI is going to send it back tomorrow? If so, go ahead and wait. If not, just submit.
