Need way more details. Why the incomplete? Why do you want a LOR from this person? Did you retake the class? Is the incomplete an F on your transcript?

Probably something similar to an illness/car accident.

Personally I think it's fine if you had something serious that made you need the incomplete but don't do it just so they can say that. Make sure they're your best option for a letter in the first place. If not then go for someone else.
