From my Googling also, it appears to have been affiliated with Toto Pet Insurance. But that company + the TotoCares program seems to now be defunct, since at least 2023. And were never particularly large to begin with, having been reviewed (and followed on social media) by only a very small handful of people. Grain of salt of course as this is the internet but interestingly, as of 9 months ago, someone posted a review saying the company changed their phone line and removed website contacts but were still charging them monthly for insurance, so I'm not sure what exactly is going on.
