I was wondering if it is typical for all applicants to experience some degree of rejection (i.e. not all programs they apply hand them out interviews)?
 
Of course. Assuming you apply to a broad range of schools the program directors will certainly not all be looking for the same things. Even the 'best' applicant will not be the fit every program is looking for. Other programs may only actually invite people who auditioned there. Just depends.

So you're basically saying even the "best candidates" (high step, all honors, research, letters, etc...) will get some rejections?

Basically. Nothing is certain in the application process. Plus there's no such thing as a perfect student; we all have relative shortcomings somewhere or another.

Again, one program director may highly weigh geography, one may highly weigh those who rotated, one may highly weigh publications... it's basically guaranteed that one person cannot fit the top criteria for every program out there.
