Interviews before LORs ??

Is this at all possible, getting interviews before your LORs have been sent in yet?

Or is the application only looked at once the LORs are in?

Which schools fall into the first category?
 
Sounds like Vandy and UofM surely do this, and maybe the Texas schools?
 
Michigan is one school I can think of where the superstars can get interviews without LORs sent originally (I would say 3.7+, 35+ if you are out of state, non-URM...I'm just throwing out ballpark numbers). The rest of us mere mortals have to send over LORs and fill out the secondary.
 
I am almost positive they give most interviews out after LORs, because the very first day I logged in I had an interview request even though my LORs werent in yet. Im sure this is true of other ppl too.
 
Indiana University gives out a lot of interviews without LOR's.
 
I'm interviewing at Upstate with only one LOR in. Both Downstate and Upstate sent me letters saying my apps were complete even though only one LOR is sent.
