Is the information on IR and NMR covered well enough in the Kaplan BB? And if not, what resources might one use to supplement with?

yeah it goes over the basics and that is all you need for the DAT
try to do some questions (online, books) to make sure you get it

Make sure you can do basic C-13 NMR questions, where you can differentiate between unique carbons to know how many peaks there will be.

For example:
ClH2C-CH2-CH2-CH2-ClH2C
1,5-dichloro-pentane

You would see 3 unique peaks as noted by the following coloring:
ClH2C-CH2-CH2-CH2-ClH2C

carbons 1,5 are equivalent = 1 separate peak
carbons 2,4 are equivalent = 1 separate peak
carbon 3 is equivalent = 1 separate peak
