Is an accepted publication significant enough of an app update?

Yes, I think that merits an update. Most schools take updates whenever but others will specifically request that you not send in updates until after your interview. Check each school's policy but if they allow updates, an accepted publication is a significant update.

Definitely. It's a significant achievement.
 
At least wait for the actual publication so you can easily provide the DOI number. Unless you somehow get it before it is published.

Can I get some thoughts on only giving updates if it is something permanent like a publication or an institutional action that occur while you're applying? Let's be optimistic and assume the latter never happens, but you get the idea.
 
I sent an update for one of my publications during my app cycle. It had been submitted when I applied and was accepted for presentation and publication by end of October. I think it helped me, but no way of knowing for sure. Good luck
