I have an undergraduate GPA of 2.5, a revised GRE score of 311.5, severe documented learning disabilities, and 27 months of overseas volunteer experience in public health. I am extremely determined and have a very clear statement of purpose as to why I need to obtain a MPH for the next stages of my life plan. Will admissions take into consideration my learning disabilities, work experience, and somewhat decent GRE score, over my low undergrad GPA?
 
I would also get in contact with some admissions office people (if anything to get some contact time with them) and solicit for their advice. Also start preparing a really compelling personal statement, making sure it is incredibly polished and ready to go. Collect letters from people that will write glowing letters.

At this point, your end game should be doing everything within your power to downplay the GPA. That means just making everything else stand out.

Do you have a shot? I think it's an uphill battle, but why not? I say next to impossible for elite schools like Harvard or Hopkins, but next to impossible means there is still a shot. If I were you I would apply broadly and definitely to schools outside of the top 10 to increase your chance of getting accepted somewhere. My 2 cents - take it with a grain of salt, but I have a soft spot for underdogs.
