is it wise to apply without ECFMG certification
my credentials
step 1 - 248
step 2 on 30th of September
OET on October 10th results will be out on 29th October
so probably will get certified by the first week of November

It is okay if you have it by then. It may prevent getting interviews in rare occasions.
It is not wise to apply without Step 2 CK and CS scores.
It is best to have Step 3 done.
