Depends on your stats. If you feel you might be competitive and have a good reason for wanting to attend a Texas school, then go for it. I was OOS the first time I went to d-school and was accepted to San Antonio. This past year, a total 20 people were accepted from OOS for the 279 slots. Odd are not great, but definitely achievable with a competitive application.
