I'm 90% sure that the list of positions open during the soap that are then filled is only released to applicants that go through the soap, and programs themselves.

This is the same data that OP posted but organized by program. I’m not 100% sure it’s pre SOAP numbers.

There is no published list from the NRMP regarding which spots filled in SOAP. Honestly it won't be terribly helpful, for most fields the list changes from year to year -- programs that don't fill one year ramp up their interviews so it doesn't happen again. The only exception is Prelim GS, where many programs seem to just plan to fill in SOAP.
