I have spent around two years teaching refugee adults. I tutored one gentleman for the US citizenship test (which he passed!) and another in learning English. Do these count as teaching or service since it was to a disadvantaged community?

IMO: It is teaching, though I recognize they importance with working with refugees. You are coming in as an expert rather than to help them with other areas of distress such as housing or food.

Service Orientation: Demonstrates a desire to help others and sensitivity to others’ needs and feelings; demonstrates a desire to alleviate others’ distress; recognizes and acts on his/her responsibilities to society; locally, nationally, and globally.

I think you could credibly list it as either, depending on how you portray it
