Its all about timing. Sign your MSP before the start of fellowship (assuming no obligation at that point) and it's a great deal because the obligation is concurrent with fellowship obligation. Sign up while still obligated or a fellow and it tacks on years. This is a complicated topic and you need to talk with your special pays people to make sure you do it right. I almost really f-ed this one up.
