What exactly is a "Chief Resident"? Are they just residents in their last year? Are they in charge of the other residents?

Yes they are usually in their last year or in the most senior class of residents in that program if it is new. They have some authority in matters like call, as well as a representative position for residents to the attndings and DME (director of medical education)at the hospital.
