Hello,

First of all, I want to thank you all for the tremendous amount of support I've received from all of you in this community. I was very fortunate to be offered an acceptance to a t10-ish school, and I would be more than happy to go there, but I am currently on a waitlist to my dream school and I want to see if there's anything I can do to get accepted there.
When should I write my letter of intent, to whom should I write it, and what should I write? e.g. is it expected that I explicitly say I have acceptances elsewhere but would withdraw to go to this school?

Wait till closer to April. It's fine to say that you'll drop everything to go, but know that they often don't tip the scales
 
If you do write an LOI also include why recent events have confirmed that this is the best program for you. You probably answered that question in a secondary or interview so don't just repeat what you wrote/said. Try to expand on it.
