I received a letter of recommendation that was not glowing nor negative. It was short and basic; conveyed my experience and that I was a hard worker, dedicated to the field. Should I submit this to internship sites?

Not if you can get a better letter in time, tbh. It won't hurt you but it likely won't help you, either, and with this imbalance you need all the points in your favor you can get.

Agreed. If you can get a better one, go for it. If not, an average letter is better than no letter at all.
