LOI = waitlists?

i was reading some posts from last year for the UC schools and quite of few people who wrote LOI before the decision got waitlisted. do you guys think the LOI saved the person from rejection or put them at waitlists over a possible acceptance...i am thinking the former but i dunno. i really want to send one but i am a little unsure. feedbacks would be great!
 
I think schools will be making a risky bet if they do things that way. Even if someone send in a Letter of INTENT, if he/she's put on waitlist, it's not guaranteed that he/she will remain on the list long enough to be accepted.

People want closure/settlement and will withdraw from waitlist. I don't think schools will do things like that.
