Ok, here is my concern, I will have the required number of LORs by September. However, I had really hoped to get an LOR from an away rotation in the area I hope to end up in (West Coast). Unfortunately, I my August/September away didn't pan out due to reasons I won't go into. So my first away rotation isn't until late September and won't end until the end of October. If I got a letter from this rotation would it even be possible to submit it?

Depends on what specialty you're applying for; there are different deadlines.

You can always ask for a letter half-way through the rotation if you're kicking ass; although, it will probably take a couple of weeks (at least to actually get it).

You can also submit 3 letters (in order to have a complete file) and if/when you get that letter, submit it as well, assuming the program allows 4 letters. That way you won't miss out on any potential interviews and would still benefit from the letter.

Yes. You can upload letters on a continuous basis, and programs are notified when your ERAS package is updated. Places interview well into January. If your goal is that program that you are rotating at, then a later rotation will keep you fresher in their minds when it comes time to rank, and since you aren't from the west coast, they most likely will do an impromptu interview at the end of the rotation. Rotation grades and board scores will get the initial invites out, you can follow with SLORs later, not a problem.
 
I second (or third?) the advice to submit 3 LOR in order to have a complete file, and then upload the 4th LOR from your away rotation later. That's what I did and it worked great.
